MMFF Cinephone Competition is a nationwide cellphone movie-making contest for all high school and college students who want to be recognized and to expose their creativity and talents in story telling or in expressing their ideas through the use of an accessible and affordable medium like the built-in video cameras of their mobile phones. This competition serves as a prelude to the annual Metro Manila Film Festival every Christmas Season. It aims to promote the healthy competition and to instill Filipino values amongst the youth.
Rules and Mechanics
The Cinephone Competition is open to all Filipino high schools and college students nationwide.
Each entry may be entered by an individual or a group of no more than five (5) students.
All members of the Production Team must be officially enrolled in a school/university with good moral standing. The Department Head / Dean / Principal must endorse the participants to the competition.
Group entries shall have one (1) designated official representative.
There is no limit as to the number of entries per school / college / university.
There shall be no inter-school collaboration for any entry.
The following requirements must be submitted on or before August 16, 2013 at the Office of the MMFF Secretariat, Office of the Chairman, MMDA Main Bldg. EDSA cor. Orense St. Guadalupe Nuevo, Makati City:
Interested applicants must submit the following:
Duly accomplished entry form (Form A-1)
Three-copies of one (1) page synopsis/sequence treatment of the story (no more than 300 words) (Form B)
Endorsement from the Head of the Department / Dean / Principal (Form C)
All entry requirements must be submitted through mail or personal delivery to the MMFF Secretariat at the Office of the Chairman, EDSA cor. Orense St., Guadalupe Nuevo, Makati City or through email (scanned copies) to filmfest_25@yahoo.com.
Email submissions shall be sent in the form of attachments of scanned copies of all duly accomplished requirements. An entry will only be considered submitted if official email confirmation is received through the MMFF Secretariat.
Twenty entries (ten (10) from high school and ten (10) from college) shall be selected, each from Luzon, Visayas and Mindanao. This totals to sixty (60) selected stories.
Accepted scripts shall be announced two (2) weeks after the deadline of submission.
Selection of Finalists
Sixty (60) script-entries will be chosen as Finalists and will be announced on August 30, 2013. The Finalists will then proceed to filming their cinephones.
The selected stories shall be completely shot through the use of any camera phone. There is no limit as to the number of cameras to be used in the duration of the video.
Video length shall be a maximum of three minutes.
Videos may be edited through the use of a computer program but will only be limited to cutting the videos, inserting credits and the addition or cleaning up the audio. Any additional effects shall be prohibited.
Music used in any entry must be original. Otherwise, in using copyrighted music, participants must obtain a written consent from the artist/music company/producer.
Accomplished videos may have versions in .mp4, .mov and .avi format. Copies of these may be burned in CDs to be submitted to the MMFF Secretariat in three (3) copies.
Videos will be submitted along with the following:
At least five "behind the scenes" pictures of the production team filming the video with a camera phone
Detailed filmography
Written consent from the actors/actresses involved
Submissions may be done online, given that the video shall not exceed 25 MB in size (general maximum capacity of email) or through other means of file-sending implement. Otherwise, larger-sized videos shall be in CD form to be mailed or personally delivered to the MMFF Secretariat.
The video filename shall have the following format: School_Title_Surname of the Representative.mp4/.mov/.avi.
For optimum uploading for Facebook and Youtube, videos are recommended to be in the following format:
"Generally, the best format to upload is H.264 video with AAC audio in MOV or MP4 format. H.264 currently offers the best video compression available, and due to file size limitations, this format is the optimal choice for Facebook Video.
To avoid the rescaling of your video by Facebook's encoder, use a file with the larger edge of the video not exceeding 1280px. If your video is less than 1280px in size on the larger edge, try to keep your dimensions to multiples of 16px for best compression.
Keep the frame rate of your video at or below 30fps. Use stereo audio with a sample rate of 44,100hz."
For the final entry videos, the MMFF shall have the sole first right to upload the videos on its official Facebook fanpage, Twitter account and Youtube channel for voting purposes. Entries may only be "shared" and "liked" from the said social media accounts only.
MMFF reserves the right to create, revoke, and modify at any time, in any way its entry requirements, rules and regulations at its absolute discretion without prior notice. Finalists and submitted entries shall be bound by any amendments or addition to the entry requirements, rules and regulations herewith.
The MMFF will not be liable for any loss, damage to property, or harm that may befall the participants during the production of the video.
All video entries shall remain with, and become the property of the MMFF.
All participants are deemed to have accepted the rules of the contest, and agree to abide thereby.
Selection of Winners
The Metro Manila Film Festival recognizes and awards only the most finely produced films and screenplays, and the following awards will be bestowed accordingly:
The sixty (60) videos from Luzon, Visayas, and Mindanao shall be uploaded on MMFF's official Facebook page (@Metro Manila Film Festival Official), Youtube channel (@MMFF2012) and Twitter Page (@mmfilmfest).
Fifty percent (50%) of the selection of winners shall be through public text and online voting.

Embracing the advances of technology today especially when it comes to mobile and smart phones and recognizing the creative opportunity that it offers to our youth, the Metro Manila Film Festival, as a prelude to its annual Christmas event, will launch the MMFF Cine-Phone Film Festival, a nationwide movie-making competition that will cater to movies completely made through the use of cellphones. Through the Cine-Phone, the younger generations will have the chance to express themselves, tell stories and be recognized through an accessible and affordable medium. The competition is further meant to promote healthy competition and instill Filipino values amongst the youth.
Theme
The theme for the festival will revolve around "Restoring Road Courtesy Among Motorists and Pedestrians" and entries should depict values such as courtesy, discipline and respect.
The Cine-Phone Contest is open to all Filipino high schools and college students nationwide.

Hard copy submissions shall be through the MMFF Office c/o Ms. Ivy Daliva, MMDA Bldg., EDSA cor. Orense St., Guadalupe Nuevo, Makati City. These shall be received on or before October 14, 2012, 5:00 PM.
Accomplished videos may be in any of the following format with the highest resolution possible:.mpeg4, .3gpp, .mov, .avi, .mpegps, .wmv, .flv.
The video filename shall have the following format: Island Grouping_School_Title_Surname of the Representative.mp4/.mov/.avi/etc. i.e. Luzon_UE_Find Love_Soriano.mov
For the final entry videos, the MMFF shall have the sole first right to upload the videos on its official CinePhone and Youtube channel for voting purposes. Entries may only be "shared" and "liked" from the official CinePhone website and the MMFF Youtube channel. Participants who will upload their entries before the official opening of voting shall be automatically disqualified.
MMFF reserves the right to create, revoke, and modify at any time, in any way its entry requirements, rules and regulations at its absolute discretion without prior notice. Finalists and submitted entries shall be bound by any amendments or addition to the entry requirements, rules and regulations herewith.

Fifty percent (50%) of the selection of winners shall be through public online voting. Each unique "like" in MMFF's Facebook and Youtube channel, and "favorite" in MMFF's Twitter shall count as one vote.
