METRO MANILA COUNCIL

MMDA Regulation No. 03-003
Series of 2003

FURTHER AMENDING MMC ORDINANCE NO. 3 SERIES OF 1989 ENTITLED “DESIGNATING AND REGULATING THE USE OF BUS AND PUJ LANES IN MAJOR THOROUGHFARES IN METRO MANILA”

WHEREAS, MMC Ordinance No. 03, Series of 1989, as amended by MMA Ordinance No. 5, Series of 1990, designates and regulates the use of BUS and PUJ Lanes in major thoroughfares of Metro Manila, thereby allowing private and other motor vehicles to use the said lanes on certain hours of the day;

WHEREAS, with the yearly increase of private and public utility vehicles in Metro Manila, it has been observed that allowing private cars and other motor vehicles to use the Bus and PUJ Lanes is no longer appropriate because said lanes are always occupied by Public Utility Vehicles.

NOW, THEREFORE, pursuant to Section 6 of RA 7924, the Metro Manila Council hereby amends Section 2 of MMC Ordinance No. 3 Series of 1989 as amended by MMC Ordinance No. 05, Series of 1990, which as amended should now read as follows:

Section 2. Loading and Unloading of Passengers and Goods-

“All public utility vehicles can load and unload passengers and goods anywhere along the designated Bus and PUJ lanes at any given time of the day, except 12 meters before an intersection and 20 meters after an intersection.

Private vehicles shall not be allowed to use the Bus and PUJ lanes. A motorist intending to make a right turn shall merge to the right 12 meters before the intersection. A motorist entering a roadway with a Bus or PUJ lane shall exit the lane within 20 meters from the intersection. Emergency vehicles and taxis are exempted from this restriction”.

All regulations and issuances or any part thereof that are inconsistent with this regulation are hereby repealed, superseded or modified accordingly.

This Regulation shall take effect fifteen (15) days after publication in two (2) newspapers of general circulation in Metropolitan Manila.

DONE this 24th day of April 2003, in Makati City, Metro Manila, Philippines.
