URGING THE LOCAL GOVERNMENT UNITS (LGUs) IN METRO MANILA TO FORMULATE A CLIMATE CHANGE ACTION PLAN
WHEREAS, Republic Act No. 9729 or “An Act Mainstreaming Climate Change into Government Policy Formulations, Establishing The Framework Strategy and Program on Climate Change, Creating for the Purpose the Climate Change Commission and for Other Purposes” was signed into law on 23 October 2009;
WHEREAS, it is the policy of the State to integrate risk reduction into climate change programs and initiatives, and to mainstream climate change, in synergy with disaster risk reduction into the local development plans and programs;
WHEREAS, the President of the Philippines, as Chairman of the Climate Change Commission, approved the National Climate Change Action Plan (NCCAP) on 22 November 2011;
WHEREAS, Section 14 of Republic Act No. 9729 provides that the LGUs shall be the frontline agencies in the formulation, planning and implementation of climate change action plans in their respective areas, consistent with the provisions of the Local Government Code, the National Framework Strategy on Climate Change and the NCCAP;
WHEREAS, the LGUs in Metro Manila may request technical and financial assistance from the national government in the accomplishment of their respective Climate Change Action Plans.
NOW THEREFORE, be it resolved as it is hereby resolved, pursuant to Section 6 of RA 7924, that the Council urges the Local Government Units of Metro Manila to formulate a climate change action plans in their respective areas.
This Resolution takes effect upon approval.
